The Maharashtra Pollution Control Board (MPCB) has issued a circular mandating emission control measures for in-use diesel generator sets of 61 kW and above, including retrofitting with certified RECDs, adopting dual-fuel systems, or shifting to gas-based generators or compliant DG sets. All concerned establishments must comply within 90 days from the date of issuance of the circular, failing which the bank guarantee may be forfeited.

The Central Government has amended the vehicle safety standards under the Motor Vehicles Act, 1988, revising implementation timelines for requirements relating to frontal and lateral collision protection, pedestrian safety, steering mechanisms, foot controls, and vehicle immobilisers. The amendment also introduces timelines for fuel system and electric powertrain safety, restraint systems, and Event Data Recorders (EDRs) to enhance vehicle occupant and road-user safety.

The Ministry of Communications has notified the Telecommunications (Regulatory Sandbox) Rules, 2026, to facilitate innovation and technological development in the telecommunications sector. The rules establish procedures for creating and operating regulatory sandboxes, including application requirements, a non-refundable processing fee of ₹10,000, eligibility criteria, testing conditions, data protection, user consent, monitoring, and reporting obligations. The validity period is limited to 24 months, with extensions of up to 12 months at a time. The Central Government may suspend or revoke approvals for non-compliance, network interference, or national security and public interest concerns.

The Ministry of Communications has notified revised standards for telecommunication equipment, effective from 15 October 2026. The revised standards cover fraud management and control centres (FMCC), monitoring equipment for lawful interception of PSTN/NGN/IMS networks, and metal-free optical fibre cables with nylon outer sheaths for underground duct applications.

The Petroleum and Natural Gas Regulatory Board (PNGRB) has amended the Levy of Fee and Other Charges Regulations, 2007, introducing revised fees for dedicated pipelines, PBG reduction requests, project completion extensions, and pipeline-related charges. The amendment also prescribes annual charges for specified petroleum and gas installations, updates census references, and introduces provisions for defaults and non-compliance, including civil penalties of up to ₹1 crore per contravention and additional penalties for continuing failures.

FSSAI has directed manufacturers of health supplements, nutraceuticals, and foods for special dietary or medical purposes to comply with mandatory labelling requirements for plant and botanical ingredients and their extracts, including declaration of the plant part used and display of prescribed warning statements and cautionary disclaimers. Non-compliance may attract penalties and regulatory action, including suspension or cancellation of licences, under the Food Safety and Standards Act, 2006.

FSSAI has directed Food Business Operators handling perishable food commodities such as khoa, paneer, meat and fish to maintain prescribed temperature conditions throughout storage, transportation and distribution. FBOs must ensure hygienic transportation, use food-grade packaging, prevent contamination, and maintain records and traceability. Non-compliance may result in regulatory action, including seizure and destruction of products, under the Food Safety and Standards Act, 2006.

The Ministry of Road Transport and Highways has proposed amendments to the Central Motor Vehicles Rules, 1989, revising requirements for driving licence applications, including acceptable proof of address, age and identity, safe-driving tutorials, and driving licence formats. The draft rules also introduce online procedures for updating licence particulars, provisions for surrendering vehicle categories, and fee exemptions for specified services, including changes to address and contact details. Stakeholders may submit objections and suggestions within 30 days of the notification being made available to the public.

The Government of Maharashtra has amended the Maharashtra Legal Metrology (Enforcement) Rules, 2011, to specify that only Class A or Class B beam scales, or Class I or Class II non-automatic weighing instruments with a verification scale interval of 1 mg, shall be used for retail transactions covered under the relevant provisions. The amendment is introduced through the Maharashtra Legal Metrology (Enforcement) (First Amendment) Rules, 2026.

The Government of Gujarat has amended the Gujarat Essential Articles (Licensing, Control and Stock Declaration) Order, 1981, to prescribe stockholding limits for sugar dealers and bulk consumers under the Essential Commodities Act, 1955. Sugar dealers are prohibited from holding stock for more than 30 days from receipt or exceeding 4,000 quintals at any time, while bulk consumers using at least 10 metric tonnes of sugar per month must not hold stock for more than 15 days. Government institutions and specified dealers supplying sugar through the Public Distribution System are exempt, and bulk sugar consumption is to be verified using GST returns. The provisions apply from 1 September 2026 to 30 November 2026, with the dealer stock limits effective from 1 August 2026.

The Government of Gujarat has amended the Gujarat Inland Vessel (Registration, Survey and Operation of Category ‘C’ Inland Vessels) Rules, 2024, to revise vessel definitions, registration and survey requirements, and fitness certification procedures. The amendment mandates prior operational permission from the District Magistrate or Municipal Commissioner, introduces provisions for assessing existing boats lacking ownership or builder certificates, requires bathymetric surveys of inland waters at least once every three years, and revises the registration fee for vessels up to 300 GT to ₹5,000. The rules come into force from the date of publication in the Official Gazette.
